Afghanistan

Since the Taliban de facto seized control in Afghanistan in the summer of 2021, the framework conditions for the Federal Government’s engagement there have been fundamentally reset. The Federal Government has suspended its hitherto very comprehensive support for crisis prevention, stabilisation and post-conflict peacebuilding and its projects as part of bilateral development cooperation for the time being. German and international partners’ efforts are currently focused on the promotion of human rights – especially those of women and girls – as well as on promoting freedom of opinion in Afghanistan, on giving German nationals, local employees and people in need of protection who have received Federal Government approval for admission to Germany the opportunity to leave the country, and on the provision of humanitarian assistance to the people of Afghanistan.

Furthermore, as part of the stabilisation process, the Federal Government is supporting the continuation of basic services of public interest for the Afghan population in a manner that is distanced from state structures and close to the people it is trying to help with a view to preventing new humanitarian needs from emerging and at the same time strengthening the capabilities of Afghan civil society. New stabilisation projects are in this way implementing the humanitarian-development-peace nexus. Given the volatile situation in Afghanistan, partner organisations should approach Division S04 directly to present outlines of potential projects in this field.
