Situated at the heart of Europe, Hungary and Germany are united by a long-standing friendship based on deeply rooted historical, cultural, economic and societal ties. Almost 35 years after the signing of the German-Hungarian friendship treaty in 1992, we want to strengthen our partnership, embark on a new trust-based chapter in German-Hungarian relations and forge our future in the European Union together. With this in mind, we have agreed the following with regard to the renewal of our bilateral relations.

At a time of geopolitical and geo-economic challenges, and in the spirit of European solidarity as European Union Member States and NATO Allies, we jointly stand up for a strong, secure, free and competitive Europe. German-Hungarian cooperation in the automobile industry, as well as in many other economic sectors, already makes a major contribution to our national economies today. We want to further develop our bilateral economic relations, to deepen them in a targeted way and to expand them to encompass additional economic sectors. At the same time, we want to further strengthen and deepen the European single market as the basis for an attractive, innovation-friendly and reliable investment climate in Germany and Hungary. We want to consistently intensify our joint endeavours to preserve and further develop a competitive industrial base in Europe so that Europe can enjoy lasting success in global competition. We firmly believe that we will thus play a significant role in making our European economic and social model fit for the future, while preserving our liberal European way of life for future generations. We urgently call for a joint approach at European level in order to safeguard our energy security. We agree that our region is under significant pressure from migration. Our goal is to halt illegal migration and to enhance the protection of the EU’s external borders.

In 2026, we are commemorating the 70^th anniversary of the Hungarian Revolution and struggle for freedom of 1956, during which people fought for freedom and self-determination. This underpins our commitment to the fundamental values of the European Union on which our peaceful European coexistence is based: respect for human dignity, freedom, democracy, equality, the rule of law and the comprehensive upholding of human rights. Hungary’s recent accession to the European Public Prosecutor’s Office underlines its commitment to working together to further strengthen the rule of law.

As United Nations Member States, we champion the preservation of the rules-based international order. Germany and Hungary thus continue to stand up for Ukraine’s sovereignty and territorial integrity. Germany and Hungary reaffirm the conclusions adopted by the European Council on 18 and 19 June 2026 and will continue to support an immediate ceasefire and a comprehensive, just and lasting peace in freedom in Ukraine on the basis of these conclusions.

In view of the instability in the Middle East, Hungary and Germany want to strengthen their endeavours to promote peace and security. We support Israel’s right to self-defence.

In the Western Balkans, it is in our common interest to ensure peace, stability, successful integration into the European Union and economic development.

We are determined to support all candidate States in the process of accession to the European Union.

In a rapidly changing global environment, we want to intensify the cooperation between Hungary and Germany. To this end, we have agreed:

I. to strengthen the German-Hungarian Forum for dialogue between the political sphere and civil society. We see the next Forum in Berlin in autumn 2026 as a visible sign of the new chapter in German-Hungarian relations.

II. to intensify our cooperation at bilateral, European and multilateral level, particularly in NATO, in order to strengthen freedom, security, competitiveness and a reliable and sustainable energy supply.

III. to hold consultations at expert level between our foreign ministries on issues concerning our bilateral relations and European policies and on the fields of geo-economics and defence industry insofar as these topics concern our ministries.

IV. to intensify the exchange between our ministries on strengthening strategic planning and communication in view of the current challenges in dealing with disinformation.

V. to establish a regular German-Hungarian dialogue on improving links between think tanks.

VI. to strengthen exchange between young diplomats and to establish ties between our training programmes for the diplomatic service.

VII. to increase the secondment of diplomats between our ministries.

VIII. to continue the close cooperation with Andrássy Universität Budapest, youth exchange organisations and other partner organisations in the fields of culture, language and education and to explore the holding of a German-Hungarian Year of Culture in 2028. We welcome the invaluable contribution made by academia, education, culture, civil society and youth exchange to German-Hungarian relations and mutual understanding between our societies.

IX. We will continue to devote special attention to the significant Hungarian diaspora in Germany, a particularly important factor in our bilateral relations, and to the German community in Hungary, the second-largest minority in Hungary. Furthermore, the future of and access to German classes in Hungary remains a priority for us.
