Germany and Monaco: Bilateral relations
Relations between Germany and Monaco have traditionally been friendly.
The Monegaque Embassy in Berlin is one of the few embassies of Monaco. Since 2007, the German Ambassador in France, based in Paris, has also been accredited to Monaco. In Monaco itself, there has been a German honorary consul since 1988.
Prince Albert II has been Head of State since April 2005. He is advised on important matters by the Crown Council, which is comprised of seven members appointed by him. The Government is led by a Minister of State, who reports to the Prince. Since 21 July 2025, Christophe Mirmand, a high-ranking French civil servant, has held the position of Minister of State of the Principality of Monaco.
Parliament, which is elected for a five-year term in direct, general and free elections, only has limited parliamentary powers, while the Prince has the legislative initiative.
Monaco’s foreign policy scope expanded with the entry into force of the Friendship and Cooperation Treaty between Monaco and France on 15 February 2006. Under this Treaty, Monaco must only “coordinate adequately and regularly” with France on the basic tenets of its international relations. Since then, Monaco has been expanding its diplomatic relations with other countries. Monaco maintains diplomatic relations with 163 states and 22 international organisations, and is represented by 17 ambassadors in 29 states and in 15 international organisations.
Relations with the EU are close: Monaco has been part of the EU customs union since 1997, and participates in the free movement of goods in the EU single market and in the Schengen area via France. The official currency is the euro. Monaco is also a member of the SEPA (Single European Payment Area) Union, which entered into force in 2012. An agreement between the EU and Monaco entered into force on 1 January 2017, with the aim of establishing an automatic exchange of information in order to improve adherence to tax regulations. The official currency in Monaco is the euro.
From May 2026, Monaco will, for the first time, assume the Presidency of the Council of Europe for six months.
Germany is Monaco’s second-largest trading partner in the EU after Italy, with imports from Germany comprising 11 percent of total Monegasque imports. In turn, Monaco exports nine percent of its goods to Germany, behind Italy (23%) and the United Kingdom (12%). France is excluded from these statistics as it has a customs union with Monaco.
Sustainable development and environmental protection, in particular marine conservation, are priority issues for Monaco’s Head of State and its Government. Monaco is striving to establish itself as a pioneer in this area, not least through high-level participation in international climate conferences (Prince Albert II attended COP30 in Brazil in November 2025). Monaco hosted the Blue Economy and Finance Forum within the context of the United Nations Oceans Conference, which took place in Nice in June 2025.
Monaco’s population totals 38,423 (as of 2025). Almost a quarter of the population holds Monegasque citizenship, while around three-quarters of its inhabitants come from over 100 different countries, primarily France and Italy. Some two percent of the population are German.
