Germany and Azerbaijan: Bilateral relations
Germany and Azerbaijan have enjoyed good bilateral relations since 1992. Germany has an embassy in Baku. There are regular consultations on political, economic and cultural cooperation. Federal President Steinmeier visited Azerbaijan in April 2025 also meeting President Aliyev for talks.
Azerbaijan is Germany’s principal economic partner in the southern Caucasus. In 2024, the bilateral volume of trade was around 1.7 billion euro (imports to Germany: 1.07 billion euro; exports to Azerbaijan: 623 million euro). Germany’s only Chamber of Commerce Abroad in the region is based in Baku. Azerbaijan is one of Germany’s ten most important suppliers of crude oil. The key exports from Germany are machinery, motor vehicles and components, iron and steel products, as well as production facilities.
Azerbaijan boasts a Goethe-Zentrum and an office of the German Archaeological Institute (DAI). German is taught at many schools and several universities and is the most frequently learnt language after English and Russian. The German Academic Exchange Service (DAAD) has a regional office in Tbilisi (Georgia) which is also responsible for Azerbaijan. The DAAD grants a large number of scholarships each year and promotes exchange between researchers. Interest in studying in Germany is very high and there are more than 20 cooperation schemes in place between German and Azerbaijani universities. Town twinning arrangements exist between Sumgait and Ludwigshafen and between Baku and Mainz.
