We are in agreement in the European Union that Hong Kong’s high level of autonomy must not be eroded. The people of Hong Kong enjoy freedoms and rights that are guaranteed to them under the Basic Law and the principle of “one country, two systems”. We expect these principles of the rule of law to be upheld.

The principle of “one country, two systems” and the rule of law are ultimately the basis for Hong Kong’s stability and prosperity. The Security Law must not call these principles into question. Freedom of opinion and assembly, as well as democratic debate, must continue to be respected in Hong Kong in the future.
