I welcome the agreement by the 5+5 Libyan Joint Military Commission on a concept for a ceasefire in Libya. This is an important step forward. The agreement envisages the return of civilians and includes a monitoring mechanism that actively involves the United Nations and the parties to the conflict. It is now up to the parties to the conflict to make use of the prospects for a genuine ceasefire. We call on the parties to accept the draft drawn up by their military representatives.
