Yesterday’s meeting between the Russian and Turkish Foreign Ministers on the margins of the OSCE Ministerial Council provided further proof that the OSCE is an essential forum for dialogue. No one expected immediate de-escalation or a solution to the crisis. However, the meeting was important because it was the first face-to-face exchange of views following a series of unilateral statements by both sides.
