Germany and Namibia: Bilateral relations

Namibian-German relations are multifaceted and close, for instance when it comes to investment in green hydrogen production, development cooperation, tourism, the cultural sphere and cooperation within the United Nations. Close civil society relations also exist within the context of town twinning partnerships, for example.

Addressing Germany’s colonial past in the former colony German South West Africa and, in particular, building reconciliation against the backdrop of the genocide inflicted on the Herero and Nama peoples in the war from 1904-08 are major priorities of the German Government. To this end, a Joint Declaration was initialled in May 2021; bilateral negotiations with the involvement of the affected communities are ongoing. Moreover, for many years now moves to address the colonial past have included close cooperation in the areas of the return of cultural property, cultural preservation and cultural projects, as well as research.

Development cooperation between the two countries, which saw its 35th anniversary in 2025, also bears out the special bilateral relationship. During the intergovernmental negotiations in November 2025, some 43.8 million euro was pledged in the form of grants and low-interest loans.

Cultural and academic relations are broad-based. The Goethe-Institut, the bilingual German-Namibian School DHPS Windhoek, nine partner schools and Deutsche Welle are involved in wide-ranging language and programme work. German universities collaborate with the University of Namibia (UNAM) and the Namibia University of Science and Technology (NUST). Along with European partners and UNAM, the Max Planck Institute for Nuclear Physics (MPIK) in Heidelberg operates the High-Energy Stereoscopic System (H.E.S.S.) telescopes in the Khomas Highland in central Namibia.
