Germany and Democratic Republic of the Congo: Bilateral relations

The Federal Government is supporting the consolidation of the democratic process in the Democratic Republic of the Congo and is committed to lasting political and economic reforms in order to prevent further destabilisation in the country and the region. A current priority is improving the security and humanitarian situation, especially in eastern Congo.

President Tshisekedi visited Berlin for talks with then Federal Chancellor Olaf Scholz in April 2024 and attended the Munich Security Conference in February 2025.

Bilateral development cooperation with the Democratic Republic of the Congo currently comprises an ongoing portfolio totalling around 600 million euro. At the most recent intergovernmental negotiations in December 2025, the Federal Ministry for Economic Cooperation and Development pledged 161 million euro to the partner country. The next intergovernmental consultations are scheduled for 2027. A comprehensive humanitarian assistance portfolio is also in place (37 million euro in 2025).

German development cooperation with the Democratic Republic of the Congo focuses on three core issues: engagement for peace and stability, particularly in the eastern provinces; transparent and responsible raw materials extraction, also as a contribution to the global energy transition; and access to drinking water and sustainable energy, along with protection of the rainforest to preserve its biodiversity and help in the fight against climate change.

In the area of humanitarian assistance, Germany’s support includes providing food aid, promoting specific projects to protect girls and women from sexual and gender-based violence, strengthening health services and clinics, and providing water, sanitation and hygiene services for people in need.

Economic relations between Germany and the Democratic Republic of the Congo are limited.

The Goethe-Institut has maintained a liaison office in Kinshasa since 2015. The Konrad-Adenauer-Stiftung, the Friedrich-Ebert-Stiftung and the Hanns Seidel Foundation also have offices in Kinshasa.
