The Political Directors of the E3+3 called upon Iran to be more ready to negotiate and to cooperate. The United States, Russia, China, France, Britain and Germany showed their disappointment that Iran had not implemented arrangements made in early October about further refining Iranian uranium abroad. Similarly, by failing for so long to declare the enrichment facility in Qom, the Political Directors felt existing agreements with the IAEA had been violated.
In signing the Vienna agreement of 14 July 2015, the E3/EU+3 countries and Iran reached consensus on a long‑term settlement of the nuclear dispute, following more than 12 years of contention. Some 18 months after the start of the implementation phase, significant progress has been made.
