Germany’s measures to support the country are combined in the Ukraine Action Plan, which relies on contributions from numerous ministries and implementing organisations such as KfW (Reconstruction Loan Corporation) and GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), as well as the business sector and civil society. The Federal Foreign Office is responsible for coordination. The Action Plan contains both short-term measures to alleviate acute hardship and medium and long-term projects and programmes designed to tackle structural problems. A level of cooperation has thus ensued which is almost unparalleled in Germany’s relations with other countries, and which is constantly being further enhanced as a result of direct communication between and frequent visits by those involved on both sides.
The priority areas of this German-Ukrainian cooperation centre on the key issues at the heart of the Ukrainian reform process. A focus has also been placed on areas in which Germany has special expertise due to its own experience. The list thus includes energy and resource efficiency, trade promotion and infrastructure, decentralisation and municipal self-government, the rule of law and combating corruption, as well as civil society, education, research and the media.
