Born in Heilbronn, Germany, on 6 February 1963; Lutheran.
Attended Elly Heuss Knapp Grammar School in Heilbronn. Completed military service in the 364th tank battalion, Külsheim. Studied at the University of Augsburg, Germany; the University of Lausanne, Switzerland; and Heidelberg University, Germany.
Translator for Russian and French. 1995 to 2005 research assistant in the German Bundestag (study commission on German unity, assistant to Dr Klaus Kinkel, specialist advisor in the FDP working group on international politics).
Member of the executive committee of the Europa-Union Deutschland Parliamentary Friendship Group; chair of the supervisory board of the Center for International Peace Operations; vice president of the Franco-German Institute; member of the administrative board of the Deutsche Welle broadcasting corporation; member of the board of the German Foundation for Peace Research; member of the board of the Foundation for German-Polish Cooperation; alternate member of the board of the Foundation for the Study of the SED Dictatorship; member of the German Council on Foreign Relations, the German Association for Eastern European Studies, the Southeast Europe Association, the German Atlantic Association, the board of the German-Moldovan Forum and the Workers’ Samaritan Federation; active in the hospice movement in Germany.
1986: joined the FDP; 1989 to 1995: treasurer and deputy federal chair of the Young Liberals; since 2003: member of the FDP executive committee in Baden-Württemberg; since 2006: treasurer of the FDP in Baden-Württemberg; since 2010: member of the federal party executive of the FDP; November 2009 to January 2012: chair of the FDP parliamentary working group on international policy.
