Improving the Egyptian people’s economic opportunities is crucial to the success of reforms in Egypt. The National Employment Pact (NEP) offers a concrete response to the challenge of growing youth unemployment in Egypt, especially in the skilled trades. The Federal Foreign Office provides support to the NEP as part of Germany’s transformation partnership with Egypt.
The National Employment Pact aims to create and fill as many jobs as possible. Professional job placement services are especially vital if the labour market situation is to be improved. The NEP also places particular emphasis on the quality of available jobs. It supports Egyptian companies in implementing fair and socially responsible employment practices, creating a working environment that fosters motivation, and thereby increasing productivity.
In 2011 the German Government pledged to work to create jobs in North African countries which were undertaking reforms. The NEP offers a successful model of an innovative approach to tackling labour market problems.

Already in operation, the first NEP Employment Centre offers young Egyptians a gateway to the working world. Since 2011, it has served as Egypt’s first provider of job-placement services. The Centre offers advice and orientation for job-seekers as well as a professional platform for companies to offer available positions. All jobs offered there must meet the NEP’s quality and fairness criteria.
The initiators of the NEP, the German-Egyptian Business Community and the Chamber of Commerce Abroad, work in close cooperation. As part of the transformation partnership, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) supports the NEP on behalf of the Federal Foreign Office. NEP operates under the aegis of the German Embassy in Cairo.
