Interministerial guide on humanitarian aid

In November 2011, the Federal Foreign Office and the Federal Ministry for Economic Cooperation and Development concluded an interministerial agreement which, among other provisions, changed one key element of the German Government’s allocation of responsibility for humanitarian aid.

The Foreign Office’s Humanitarian Aid division is now responsible for all the Government’s humanitarian aid. Immediate and ongoing emergency aid as well as transitional aid are provided according to need and governed by the principles of humanity, neutrality, independence and impartiality.

The Development Ministry is now responsible for recovery and rehabilitation. As an instrument of development cooperation, this work is also conducted in accordance with the relevant principles. Its objective is to strengthen the resilience of people and societies in developing countries, especially in fragile states and precarious situations.

New guide outlines allocation of responsibilities

The Foreign Office and Development Ministry have together drawn up a guide outlining this new division of labour in the spheres of humanitarian aid and recovery and rehabilitation, providing transparency as well as guidance for their partners in the planning and implementation of projects.
