Born on 4 February 1959 in Halle/Saale; married, one son.

Abitur (higher education entrance qualification) in Halle. Studied applied and theoretical linguistics in Leipzig and Warsaw, in 1982 graduated in Polish and Russian trans­lation/interpretation.

Until 1985 worked as interpreter in the tourism and cultural field, then as EDP staff member at a television production company in Halle. 1995 to 1996 executive director of the Humanist Association, Berlin, from mid-1996 free-lance translator. Founding member, first chair and currently board member of the Erhard Hübener Foundation, Saxony-Anhalt.

Since 1990 member of the Free Democratic Party (FDP) Executive in Saxony-Anhalt, since 1995 FDP chair in Saxony-Anhalt and deputy chair for Halle district, since 1993 member of the FDP National Executive, 1997 to May 2001 deputy national chair, 2001 to 2005 FDP General Secretary, since 2005 second term as FDP deputy national chair. Deputy national chair of Liberal Women. 1990 to 1994 and April to October 2002 Member of Saxony-Anhalt State Parliament, 1990 to 1994 Vice-President of the State Parliament, April to October 2002 chair of the FDP parliamentary group.

Member of the German Bundestag from 1998 to May 2002 and since October 2002; October 1998 to June 2001 deputy chair of the FDP parliamentary group and group spokesperson on research policy, group spokesperson on the Committee on Education, Research and Technology Assessment; February to October 2005 chair and from November 2005 to October 2009 deputy chair of the Committee on Education, Research and Technology Assessment. Since November 2009 Minister of State at the Federal Foreign Office.
